Cetin confessed to the shooting to detectives, according to court documents released Monday by the Skagit County Superior Court.

Anyway, the court appearance is known as an "arraignment" where the suspect is read the charges, takes a plea, and bail is set.

Arraignment is a formal reading of a criminal charging document in the presence of the defendant to inform the defendant of the charges against the defendant. In response to arraignment, the accused is expected to enter a plea. Acceptable pleas vary among jurisdictions, but they generally include "guilty", "not guilty"...

But no plea was entered nor bail set. Why not? The only explanation is that court was using Federal Rules, where arraignment is different.

In federal courts, arraignment takes place in two stages. The first is called the initial arraignment ... During this arraignment the defendant is informed of the pending legal charges and is informed of his or her right to retain counsel. The presiding judge also decides at what amount, if any, to set bail. During the second arraignment, a post-indictment arraignment or PIA, the defendant is allowed to enter a plea.

Interestingly, this is also how the court appearances for AME Church shooting suspect Dylan Roof was handled. And Roof is being tried in both Federal and State Courts. So expect the same for this case.

Now hes going to be charged with voter fraud. Shouldn't the ones who let that "slip: pass be held accountable as well? Wonder how rampant that is in the area.

Yet state records say the 20-year-old has voted in three election cycles since 2014 — including the last presidential primary, KING 5 reported.
