Considering the context I'd say they're German politicians. I'll try finding out who they are.

One of the faces is Peter Frank....acting attorney general for Germany. The shirts say BKA on them which is the Bundeskriminalamt, or Federal Criminal Police Office (Germany) of which Peter Frank is able to direct in order to investigate cases of public interest.

Their uniform has BKA written on it, that's the Federal Criminal Police Office of Germany. The Alternative Für Deutschland I'm guessing is a right-wing party.

Apologies...the one holding the guy on the ground is actually German Justice Minister Heiko Maas....

This guy looks similar to the guy on the right of that cartoon drawing .... Is the guy on the right in this new page anyone important? Link here.....www.sun-sentinel.com... They both look alike to me...

Also just to add that the bible quote ( img.4plebs.org... ) is, I believe, in reference to pepe.

This has something to do with Alternative for Germany....that is what is on the blue suit and they are a party in Germany that is very anti-immigrant...it appears that Hollande and the other pictured played a part in beating the AfD down, who consider themselves true Germans and don't want immigrants. So in the next cartoon it has them rising up against the Germans as some other type of force...I can't figure out the bloody faced dudes in black though.
