Difference between ATSNN and ATS

Ok, I've been seeing a lot of "news stories" that I at least thought would be more appropriate in one of the many forums on ATS.

So, I was hoping someone could explain to me the difference between these two groups. I know that stories can be in more than one place. Will that just make ATSNN a pit of everything that is in our forums anyway? Is there some kind of importance standard for what should be in ATSNN?
