To the bafflement of political pundits, Democratic candidate John Kerry did not get a convention bounce in 2004, despite the unpopularity of incumbent George W. Bush.
Polls indicated a small bounce for 2008 Democratic presidential nominee Barack Obama after his party's convention in August, but as expected, much of it evaporated during and after the Republican convention the week following, yielding GOP candidate John McCain a small lead in several polls. Nielsen ratings revealed that year's party conventions to be the most-watched ever, with the Republican convention narrowly trumping the Democrats'.
The RealClearPolitics polling index revealed the 2012 convention bounces for President Obama and GOP challenger Mitt Romney to be comparably smaller than in past elections. Though Romney pulled even with Obama during that year's Republican convention at the end of August, Obama opened up a three- or four-point lead during the Democratic convention the week after.
McAuliffe wasn't notified by investigators that he is a target of the probe, according to the officials. "The Governor will certainly cooperate with the government if he is contacted about it," said Marc Elias, attorney for McAuliffe campaign, in a statement to CNN.
Over the past few cycles, convention bounces have been 3 to 4 percentage points, on average.
IRS Commissioner John Koskinen referred congressional charges of corrupt Clinton Foundation “pay-to-play” activities to his tax agency’s exempt operations office for investigation, The Daily Caller News Foundation has learned.
In June 2014, Koskinen informed Congress that 30,000 emails from the account of a central figure in the scandal, Lois Lerner, had been lost. It later came to light that Koskinen had known about the lost emails in April and had waited until the information was disclosed in a court case to notify Congress. Koskinen stated: "We confirmed that backup tapes from 2011 no longer existed because they have been recycled, pursuant to the IRS normal policy." In September 2014, the Treasury Department Inspector General reported that it had found 760 tapes from which it later recovered Lerner's emails.[9]
Those sponsoring the impeachment resolution to remove Koskinen from office accused him of failing to prevent the destruction of evidence in allowing the erasure of back-up tapes containing thousands of e-mails written by Lois Lerner, and of making false statements under oath to Congress.[10][11] In a statement released by the Committee, Chaffetz said Koskinen "failed to comply with a congressionally issued subpoena, documents were destroyed on his watch, and the public was consistently misled. Impeachment is the appropriate tool to restore public confidence in the IRS and to protect the institutional interests of Congress."
Impeachment is “the wrong symbol, the wrong act,” said Fred Goldberg, who served as IRS commissioner under Republican President George H.W. Bush. “‘It is both destructive and counterproductive.” On Wednesday, the House Judiciary Committee is scheduled to hear from legal scholars and a former prosecutor on whether impeachment-drive leaders can meet legal standards for impeaching Koskinen.
The panel is not expected to vote on an actual impeachment resolution, and neither House nor Senate leaders have endorsed the impeachment push.
