US building forts on Iraqi border

This sounds like something from Roman times...
"The U.S. military is also supervising a complex of 32 forts being built along the borders with Saudi Arabia, Jordan and Syria. The Marines move the Iraqis into them as quickly as possible, because in the past the forts have been looted and destroyed before they could be manned."

Basically, the US is constructing a system of border forts -- which will be manned by iraqi units called 'the desert wolves' -- in hopes of keeping foreign terrorists from places like syria out of iraq. As ancient as this approach sounds, it seems like a reasonable measure.
