Asking people who are already protesting to stop for a minute so you can get a shot of them is not sensationalizing it any more than it already was.
I can see a reporter asking a person to step in a more clear and quiet area if they want to interview them, but having them stand in certain spots and re-orienting the flag for them is creating an image that was not previously there.
That is creating the news, not reporting it.
