Increase the threat level and you have more money and resources available.

The warning to the public is a side-effect of what is in essence a management control of governmental expenditure.

Mismanagement behind contrived crisis deceiving the public eye. People would be aghast at what they really spend and where it goes. Every time theres an inkling, the people sort of hiccup, ultimately justifying it in their minds eye because theres a war on terror after all.
