It's not the same person. Their voices are different, I don't hear anything similar at all there. Pitch is somewhat similar but only somewhat, intonation, inflection, accent are all different. Also, their faces are different. There isn't a lot to go on because the first woman has half her face obscured by her coat, and the second is wearing sunglasses. But if you look hard you can make out some landmarks, and the nose is quite visible. The shape of the nose is different and the distance between the nose and the upper lip (philtrum) is different. The second woman has a very pronounced wrinkly between her brows (worry line) and the second you can barely see anything at all. Part of that could be lighting, video quality and distance from the camera, but you should see something. Both have large, rather wide noses, but lady number 2 has a nose that is a bit longer. They both have significant wrinkling from the nose to the mouth, and rather thick skin on the face in general, which could be fooling people into a similarity. They're just not the same people though.
Maybe the government does use "crisis actors". It could be. I wouldn't be surprised. But, c'mon now. This one is absurd.
