If our form of DNA is the optimal one, for evolving, it could be that every one of the life forms in the galaxy evolved into using it. The evolution obviously took place back at the chemotroph stage, but it would still hold.
The word colony has been used in different senses. Bacteria colonize, but they don't have any allegiance to their parent nation. There are many other uses.
