Yes. The deal was made to ensure that there was sufficient oil for the war effort. It was unknown whether Texas had enough oil, or could produce enough, to ensure a steady supply.

That is another issue, while our own sell out state department keep saying that the Saudi government is not sponsoring ISIS directly, is a long trail of privately sponsoring money behind ISIS, because when it comes to the very well know monarchy, the family have so much money that they have nothing better to do with it.
