45% of the Aid will actually get to those who need it?

With all this money going towards 'charities' and 'aid providers' I often wonder, Just how much of the money will get to those who need it?

How much will be siphoned off? Who will actually distribute it and when will it be distributed?

Here in San Diego we had a fiasco with 'contributions' being siphered, with the kind of money that's being pumped into this, there's a very high probablity that allot of people will get richer. Hate to say it but it's true, there are those who will take it for personel gain.

I think at least 45% will never make it past the greedy gate.
