Russia responds by sending S400 SAMs to Syria

I still can't figure out though, what does the CIA mean when they say they want to send MANPADS to syrian rebels. I thought those were already delivered in 2011 by Chris Steven from libya, through Turkey. The fact is that none of them produced any significant effect on the conflict, which sees the upcoming inevitable doom of the so-called rebels.
