In my humble honest opinion , we are upholding the victims due to this being a hoax. The person that performed this tweet is the one that is being disrespectful to the victims. And if this person did somehow know( and I very much doubt it) the French government should find this person and press charges.
If someone is knowingly attempting to mislead the public with fabricated time stamps, and if it is those with the IP address showed in the OP, I agree obstruction charges at the very least should be entertained.

The real leaders know all tricks to put conspiracy thinkers in the corner of fantasts. They seem to have known some terrorist attacks would occur. And they seem to have known when and where this attacks would happen.
Examples about their hidden knowledge? A lot, but we are not going to dwell on the signs they gave us about Isis, the pyramids, the moon, etcetera ... We'll just give some terrorist examples.
Media report 1: ‘A lot of business leaders and officials were not in the WTC buildings on 9/11, while they certainly had to be there.’
Conspiracy theorists jump on it.
Media report 2: ‘It was a coincidence leaders and officials were absent.’
Media report 1: ‘Police could have stopped Breivik earlier …’
Conspiracy theorists jump on it.
Media report 2: ‘It was only a suggestion based on circumstantial indications.’
We think that our real leaders leaders for some reason or another have the habit to give us a sign they knew in advance when something big (they knew about) was going to happen. Signs that afterwards always are explained as a coincidence.
Coincidences? Maybe but it's very weird.
Are they playing with us or are they experimenting to see how far they can go with their communication strategy?

People online are wondering how a tweet describing the current death toll in the French capital could have come out two days before the actual killings occurred.
The answer is a strange mix of incredible coincidence and dumb luck. The account (now suspended) was a bot, automatically creating headlines using the tweets of a real news account called PZFeed Breaking News Feed (@pzf). The bot essentially grabbed parts of old tweets by @pzf and combined them to make fake headlines. These are the two tweets it grabbed to create the conglomerate tweet published on November 11:

These are both real headlines published by a legitimate news source.
But one refers to a Nigerian mosque attack last November that killed 120 people and injured 270, while the other is about the Charlie Hebdo attack in Paris earlier this year.
It also doesn’t help that the names of both the actual news source and the bot account are so similar—PZFeed Ebooks vs. PZFeed Breaking News Feed.
