According to Charles McCreery, director of the Pacific Tsunami Warning Center: "We don't have contacts in our address book for anybody in that part of the world."
"We didn't have a contact in place where you could just pick up the phone," Dolores Clark, spokeswoman for the International Tsunami Information Centre in Hawaii said. "We were starting from scratch."

how do you warn an entire island like sri lanka or a good portion of india that there is a giant tsunami coming at them within a window of ten to twenty minutes its completly unrealistic. To effectively warn that many people takes minimum hours let alone the actual evacuation time.
