electric net on warzone?

ok i just want to know if the miltary is devolping a net that would be coverd by grass and stuff etc... that when enemy troops cross it it sends a high voltage shock into the enmey whislt there crossing it so pretty much they won't make it to the other side it would be pretty useful rigt now in the war on terrosum

i just saw somthing kind of like on website it charged like 5000volts strait up to the enmey i was just wondering how it's possible i want your thoughts

also if it was possible how would it affect future technology
