The UN didn't exist when Hitler was in power this was from a speech he did on 1935 and the silence was him waiting for the broadcast to begin. So not sure how this is meant to apply to the UN speech.

And he wasn't waiting for the broadcast to start, because it was already running as Goebbels had been speaking moments before him.
