China has never flown off anyone's coast. They don't have the aircraft for it. They occasionally send fighters near Japanese territorial waters but that's it.
The ships off Alaska are the first time the Chinese Navy have come close to the US in that manner. Every other time they've been near the USv it's been a planned visit.
