No in the speech you are referring to he speaks about lowering the number of births in 3rd world countries. In certain areas of countries like Africa parents have multiple children just because the survival rate is so low. Through a good vaccination program there will be a better survival rate so the birth rate will be lowered thus less mouths to feed and less strain on the medical services.

Lots of people in your country had racist parents.
