Why is Space Weather regulated under The US Dept Of COMMERCE????

Just a curious thought how many other things come under that Dept and why ?? Commerce has to do with business right? so what is NOAA doing under that dept ? Shouldn't it be in some other Dept? or is there some other legal reason im not educated on

Someone please enlighten me.

Incidental Transfers. (a) So much of the personnel, property, records, and expended balances of appropriations, allocations, and other funds employed, used, held, available, or to be made available in connection with the functions transferred to the Secretary of Commerce by this reorganization plan as the Director of the Office of Management and Budget shall determine shall be transferred to the Department of Commerce at such time or times as the Director shall direct.
(b) Such further measures and dispositions as the Director of the Office of Management and Budget shall deem to be necessary in order to effectuate the transfers referred to in subsection (a) of this section shall be carried out in such manner as he shall direct and by such agencies as he shall designate.

But why? NASA reports directly to the president.

Because NOAA also does fisheries and it reports plays a big role in commerce.

In coordination with federal, state, local, tribal, and international authorities, NOAA manages the use of these environments, regulating fisheries and marine sanctuaries as well as protecting threatened and endangered marine species.

NOAA is intended to be a source of accurate and objective scientific information in the four particular areas of national and global importance identified above: ecosystems, climate, weather and water, and commerce and transportation.

5 USC 313:
Weather is within Commerce's legal authority.

The Secretary of Commerce shall have charge of the forecasting of weather, the issue of storm warnings, the display of weather and flood signals for the benefit of agriculture, commerce, and navigation, the gauging and reporting of rivers, the maintenance and operation of seacoast telegraph lines and the collection and transmission of marine intelligence for the benefit of commerce and navigation, the reporting of temperature and rain-fall conditions for the cotton interests, the display of frost and cold-wave signals, the distribution of meteorological information in the interests of agriculture and commerce, and the taking of such meteorological observations as may be necessary to establish and record the climatic conditions of the United States, or as are essential for the proper execution of the foregoing duties.

What other agency do you think should be doing this? The Air Force might do it, but only enough to support military operations. It isn't one of NASA's responsibilities (51 USC 20301). Someone has to do it, and Commerce is charged with predicting weather, so it seems to be an open and shut case.
