There is no double standard. Catholics got a religious exemption to that requirement. Furthermore you're talking about an individual vs an
organization here. A Catholic is free to not use birth control while participating in society. Due to the necessities of financing a Muslim (and for
that matter Christians as they're taught the same thing) cannot take out a traditional loan for a home, business, or anything else due to the
religious clause against usury.
What the Seattle mayor is attempting to do is to get some banks to create non interest bearing loans. What this typically means is that the bank buys
the object for you, charges a markup, and then sells it to you at the marked up price. However no compound interest takes place, and money doesn't
simply make money, but rather what's being paid for is the value of the goods.
