They've bid out a lot of really stupid things that can't be made to work. If you're unscrupulous enough, you can sometimes get funding for that sort of thing. We started rejecting that sort of contract years ago, when we were asked to design an optically isolated ethernet switch, on the grounds that "viruses can't cross an optical isolator". This was a full bird out at the Arsenal. We laughed a lot about it, and really gave it some thought, but couldn't go that far.
