Wartorn, 3rd world countries tend to breed a lot and will keep the human population afloat until we crack the secrets of immortality and perfect human cloning, as well as exoplanet colonization.

Open border policies in first world countries trickle in new blood to further existing cultures (to a point) but mainly to keep industry and by extension scientific progress moving.
