They are, as far as I know, all required to hold certification from the state they work in.
The problem is, the certification boards are typically all run by cops or former cops, and rarely are cops decertified.
eta: what NEEDS to happen is, dissolve all the state boards, move it to the DOJ, and make certification a hard-to-obtain privilege that's easily lost.
And then send observers/examiners into areas and let them interact with the LEOs there, unannounced as it were.
Sort of like JCAHO does for hospitals, only with less forewarning.
I guarantee you, if you were a cop and you didn't know your ridealong, or the guy you just pulled over, or the one you decided needed a bit of
attitude adjustment could instantly end your career with the snap of a finger, you'd be a lot more circumspect in your behavior.
