LF Digital Photo Analysis

I can across a photo that made me curious. This digital image seems to be victim of digital artifact. My best estimate is "rolling shutter", due to a shaky capture.

Any other opinions, or insight?

Rotate it upright. I believe it's a portrait of someone. I do not possess any other frames. It was forwarded to me by someone who wanted my opinion on the matter. Unfortunately, I do not wear an image technician hat. So I needed opinions myself. They thought there maybe some extra-ordinary characteristics portent.

It appears to be mostly what the meta data claims it is which is someone holding a Samsung SCH-I545? Why are you analysing people's selfies?
