Actually no they didn't.
I cannot remember the exact wording in the report because I don't have my copy in front of me but I know that the commission report does not fully exonerate the Saudi's when you read between the lines. I think if i recall its says something to the effect that they cannot discount the possibility of Saudi involvement but stop short of actually making the accusation.
