It may be different in other states but here in Florida you do not need a permit to do plumbing repairs. If it is then I can tell you I never saw one pulled when I was doing plumbing.
A permit is required by any owner, authorized agent, or contractor who desires to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical, or plumbing system. If your property lies within the City of Tampa, City of Temple Terrace, or Plant City, please contact your respective Building Department.
Plumbing and Gas permits can be obtained by a licensed plumbing contractor or authorized agent and/or a qualifying owner (must submit an Owner Permit Affidavit). For more information, please see the Plumbing and Gas Permit Requirements. Permit will be issued on the same day, and the Construction Permit must be completed. This permit can be obtained online by visiting Construction Permits Payments and Search.
Many of these stores are in right to work states, and frankly it would be cheaper to just pay their employees a few extra bucks in these specific stores then it would be to lose the property and profits as well as risking a larger public outcry.

Nah, a real prepper wouldn't reveal themselves in that way, would they? I'm thinking, if I were a prepper, I wouldn't go to the store and buy 50 candles and 50 bottles of aspirin and 50 cans of food at the same time. Maybe 5 candles and a bottle of aspirin and 10 extra cans each week. Way less suspicious looking. The way I figure it, most real preppers will be smart enough to already know that, right?

Might I request you start your own thread with your results? I think it reach more ATSers that way, like "What I discovered when I went to the now closed location of Walmart in Texas" or something.
