Policing for profit. Opposing laws don't pass constitutional muster?

ST. LOUIS • The Missouri Municipal League plans to argue Wednesday before the state’s top court that a law cracking down on the revenue-raising practices of municipal courts doesn’t pass constitutional muster. But with reform efforts still under consideration in the Legislature — with a hearing the same day on one such measure — it’s unclear what impact an eventual court ruling may have. The so-called Macks Creek Law limits what municipalities can raise through ticketing and sends any excess to the state for education spending.
