I take your point.

I have long suspected that over seas development or foreign aid has been a means of bribery and a lot of other things. What galls me is the waste of money those in government don't want to be made to account for. If you look (OK off topic in one way but a good metaphor) look at the scandal of the expenses and the fact that all of them knew exactly what they were stealing from the public purse so taking it up a few rungs to huge foreign aid development budgets and its still the same outcome robbery of the tax payer for work , that charities begging for money carry out but the official aid/development programmes don't touch as it ends up in private pockets or helping corporations steal resources without investing their own money.
