Continuity of Government - Are there tunnel networks across the U.S

I have been researching the Continuity of Government. I have heard that there might be a network of tunnels across the U.S. The tunnel system could have started during the administration of Truman with an executive order. Any information? Has this been covered before by ATS? Thanks most of all!
