I do know that interstate highways in general were originally built for military mobilization. Don't know about the HOV lane, though. Probably to preserve fuel supply/cut back on pollution.

I think you might be mistaken for this reason.

Many years ago during the cold war I watched an exposa of the big bad commies on TV. One of the things the makers of the TV show made a big issue about was that in the cites and Moscow in particular, there were lanes set aside for the sole use of the elite.

When I visited there on a holiday in 1977 on a bus trip, sure enough, these big black limos would go flying along the lanes reserved for the elite.

While watching one go past I found myself thinking: I wonder if we will see these sorts of lanes in in the west one day despite the fact the critize the commies for doing it." While I have not seen them yet, I wonder just how far away they are?

The lanes you speak of might just be part of the normalising process before moving on the next step.
