if it were chemtrails, then wouldn't all the birds in all the NATO countries be dead? I mean, chemtrails are everywhere all the time. (at least they are everywhere cirrus clouds seem to congregate.)

scientific labs can determine what it is
it might have been dumped there any number of ways
or it came through storm drain

its a sad reminder of the birds that were killed after petroleum spills
