It is possible that Saudi is just improving its border security. From what I understood, the Kingdom was preparing for life after Oil by investing in tourism. Tourism would be affected by an insecure country and a BFO fence may give some comfort to investors that they have the population of mad Arabs under control?

Think about it, Saudi Arabia is one of the biggest financiers and supporters of ISIS.
Without Saudi Arabia's support ISIS wouldn't be as powerful as it has become.
There's even training camps in Saudi Arabia for these groups.

Use your imagination as to what this fence is really for. There's a number of possibilities, but keeping ISIS out is not one of them because it's illogical.

The Saudis haven't been targeted because they are the ones funding them.
Saudi Arabia is the biggest financier of terrorism. It's not a secret anymore.

Of course they cant control every radical, and some launch attacks.
