Not really, those are the same country's who need people to fly over and dig water wells for them, give them medication, clothing, seeds and teach them the basics of farming so they can feed themselves!

There's only two possibilities for IQ being drastically different between countries.
1) There's a racial factor.
2) There's environmental factors.
Of those two... environment is the accepted cause and race is rejected... by science.

I have been tested in school and in the military and scored in the upper 7%, that being said, I find that IQ tests do not actually test intelligence but rather retention of information the person has been exposed to.
