Russia has renewed the stance that they will indeed pre-emptively strike terrorists inside the borders of other sovereign nations. In the wake of the school attack in Beslan and the bombing of two airliners, Russia will do what it has must to defend itself. If that means they must bomb another country, they'll go that far.

Yuri Baluevski, the new chairman of the Russian General Headquarters, raised the issue of preventive strikes again a year later. "We are not threatening anyone, but it is our right to defend our compatriots. If we receive information about terrorist bases in an adjacent state, and if we find no understanding with that state, the question about preventive strikes will appear," said he...

..."If a terrorist group moves towards Russia with a purpose to commit a terrorist act, we will not sit on our hands and wait until they come and do it," the minister emphasized. Ivanov reminded that Russia possessed weapons of high precision and special purpose troops. "We will not impose any restrictions on ourselves, although we will not use nuclear weapons," Ivanov said.

The statement from the defense minister made everyone believe the Russian administration's intention. It is not ruled out that the former republic of Georgia will become the first target of Russia's preventive strikes. Russia has been dreaming to destroy Chechen terrorists' bases in Georgia's Pankisi Gorge for several years already. Needless to say that the Georgian authorities reject illegal armed groups' presence on their territory. "I can declare officially that there are no guerrillas in the Pankisi Gorge," Georgia's ambassador to Russia, Valeri Chechelashvili stated. "The government of Georgia controls the situation in the area. I would also like to say that Georgia monitors the Pankisi region in cooperation with OSCE observers and Russia. It is not a very large territory - gunmen would have no room to hide there," said he.

The Pankisi Gorge region in Georgia has been a site of unrest for some time now. I'm sure the Russians would love to find a reason to go in there. It seems the spector of terrorism will allow the pre-emptive strike doctrine to be morally permissable some where in the world for the foreseeable future.

Where have I heard this? Gee, if Johnny can do it, why not Nikolas? This is so predictable and transparent. A new arms race to benefit the military industrialist.

Good I am happy to hear that. Now France is rattling its sabler and Russia is or appears to be on a preemptive stance, where in the heck is the rest of the world.

If everyone would take this posture one would think the WORLD might end this problem in a very short time.

Note I said might, I doubt anyone will ever put a complete end to terrorism.

Good, I hope they blast the snot out of them. Once others outside the U.S. start doing it............. it will go all over. Come on France. Then we can have French Fries again at the Capitol.

Love it. It will be interesting to see how all of this plays out with the *world*. What happens when everyone in NATO starts blasting all the suspected terrorist areas? Is the *world* going to still hate us even though your country is doing it? Or will the *world* finaly realize there is no good reasons for terrorists.

I hope my grandkids can honestly come up and ask me " Grandpa, whats al Quaida? Who were the Arabs that attacked the U.S. sixty years ago?". Of course with the pc crap going on in the U.S. now, there may not be a U.S. and it won't be because of terrorists.
