I'm sure the government would shut it down if it was possible and legal.

The good stuff is so hard to find ( I am not talking about porn or mail order drugs or hitmen - I am talking about leaked documents and things like that ) that one almost has to accidentally happen upon it and then dig for hours or days to score something worthwhile.
The entire time at risk for any number of attacks, exploits, traps, deceptions etc. One wrong click and you could find yourself and your IP on an FBI list.
As intriguing as it is, be careful should curiousity get the best of you. And know the first big secret - the front door is a trap.
