The other day I heard someone talking about how they are using blue dye in water cannons to identify protesters ahem... I mean rioters afterwards. I started thinking "blue dye today, what else tomorrow?" This writer of this article has done the research already so I am linking to it. It is worrying that something that was meant as a non-damaging means of breaking up a riot can now be used to indiscriminately hurt people involved in their duty as a good citizens.

The "upgrades" include:
Indelible Dye
Foul-smelling Skunk
CS Gas
Liquid Taser

Your link is from August 2011. Obviously, they're not moving very quickly on this.

The article cites examples of where and when they have already used the first two methods. This wasn't posted in a breaking news forum. This is another way they are militarizing the police and making brutality acceptable.

They already fluoridate the water supply.

There is one company that is trying to sell a pulse type water cannon.

Where a regular water cannon put a stream of water out.
The pulse type water cannon puts out slugs of water that will knock people off there feet where regular streams will not.
