You mean like long duration sleep in deep bunkers after a world depopulation action using bio/chemical and nuclear mean's to reduce the surface survivors to a primitive state then wake there private army's and take over rebuilding or rather building there ideal state as the new atlantean dominion.
Make a great sci fi and who knows maybe there is a mound of truth there somewhere but then again they would not want to wait that long in case there action failed and in case they were in a race to see who among them surfaced first and then killed there competitors off, competitors who undoubtedly would have there subterranean facility's targeted with there own crust cracker nuclear devices and deep penetration warhead's.
There is another meaning for the word Dumbs because they really are.

That is the only other use that come's to mind but then except for the radiation which is everywhere space or even the moon would be the ideal location for a genuine plan like that and hell who know's if the ruin's are real on the moon and mars maybe idiots like that did the same thing long long ago in a galaxy not so far away.

Medical use is genuinely though the only reason and also perhaps for the ultra wealthy cabal to keep there brains alive until there clones have matured enough for them to come home a new/old man, these filthy rich are not wanting to die and leave a copy of themsleve's they would want a new body, stem cell and gene therepy to rejeuvinate the brain they already have and replace dead brain cell's as well as keep there wealth, power and position evne if that required a name change and to leave the company in the hands of there clone called nephew who unless he is more cunning than them would have a slight brain aneurism within the year only to after a period of recuperation step back into the helm of there coporate ship (it may be going on right now as the science is not that far fetched).
