I will have to agree with your post, in many ways, even if is just speculative.
Fighting terrorism is not a short term endeavor, is a life time commitment.
Terrorist groups can be decimated in one country but they will move to another country as long as is a door open, after toppled leaders leave a
vacuum, ISIS al-Qaida and any other terrorist groups are Ideologies with roots in religion, as long as is believers it will keep gathering faithful
followers.
Then we have an American president that looks like his loyalties are falling far and behind from the US principles of the war on terror, undeniable
the links to terrorist groups in the middle east and the actions of resent years and specially months, shows fighting terror is not in our presidents
priority list.
Perhaps "liberating" countries from their terrible leaders and allowing the proliferation of terrorist groups to establish their own safe haven is
an agenda.
What else can a terrorist group hope for but a country of their own with plenty of oil to finance their fight and plenty of soldiers to recruit.
