Under the table was safely out of view of other witnesses. I think he was paid/pressured to stage a noisy breakdown as a way of stopping any positive police response to the unfolding disaster. Then the cover-up was strongly sold to those involved. The cover-up was the purpose of the exercise, so it could be used against the constables at this point in the attempted privatisation of policing.
Others have pointed out the Hillsborough disaster was used as a springboard for introducing the corporation known as Premier League Football. Considerable profit has been made by some.

He was occupying the police in the room and preventing them from using the tannoy. Imagine the chaos if crazed screams were transmitted over the tannoy during the crush. They had no choice but to try and contain him. Meanwhile the innocent lives were lost. And so the scandal began.
Without his staged breakdown even if he didn't issue any instructions someone else would have taken command and told the police on the ground to open the gates and get people out. It was deliberate murder in my opinion.
