Computational Intelligence Society for the first time since the Society's name change has been approved by the IEEE Board of Directors last June. By all accounts, this an exciting time for the CIS. The Society's membership is strong, conferences are well attended, its Transactions have high Impact Factors and strong submissions, and financial health is excellent. New events, initiatives, chapters and special opportunities are popping up monthly, if not weekly. This is thanks to the outstanding volunteer base and to the new impetus that has emerged from the Society's name change.

The IEEE Computation Intelligence Society seeks to publish the highest quality scientific and educational materials in the areas within its scope, including but not limited to neural networks, fuzzy systems, and evolutionary computation. It seeks to publish these materials in the most timely fashion, with wide and rapid dissemination to its members and the public at large.

In non-mammalian vertebrates the tectum combined with the reticular formation forms the primary action triggering center based upon the recognition of various visual, tactile, and auditory patterns. From a biological (ethological) point of view a recognized pattern from the tectum releases the appropriate motivation signal from the hypothalamus to trigger the appropriate action. The weaker the motivation the more certain the pattern recognition must be in order to trigger some action. This network can also be made adaptive in which case it implements a learning procedure known as operant conditioning.
