A federal judge temporarily barred the Pentagon from making new deals with the main supplier of rocket engines used to send U.S. military and intelligence satellites into space, citing the Obama administration's expanded sanctions regime against Russia over Ukraine.
United Launch Alliance buys the engines from RC Amross which is also a joint venture between the Russian NPO Energomas and a unit of United Technologies Corp. The RD-180 engines made by RC Amross are the principal engine the US uses to lift US nationa-security satellites into orbit.

The Chinese have an efficient system for maintaining poverty for its working class, no matter how much wealth flows into the country in general.
Those sanctions are most likely done on purpose, to reduce russias income from their rocket engines and move the production to china instead.
