it probably would be easier to sort of decompile the game and recompile the resultant assembler but even then i'd doubt you'd see anything better than 10-20% performance without serious messing which spoils the idea of an emulator

Just had a look at the spec's of a 3ds and it has a dual core arm 11 along with a single core arm 9 cpu and 2 custom background processing cpu's so while it doesn't seem like an intensive system its probably a hard thing to emulate
I'm not talking about the pc version!! That will work fast as its designed for the pc! I'm talking about true emulation.

I use a quad core CPU with 8GB RAM , it takes about less than 1 minute to boot up an Android os(by Genymotion emulator) while the added too much addons firefox running.
(Did You added the download time of the OS?)
