Sure it can. I don't know if it actually is, but here is what might be going on: when a population is divided, whether over political beliefs or race
or something else, they are not going to be able to unite. Whether the government intended it or not, I believe this is why they get away with so
much. Instead of the people focusing on what is going on, they are focusing more on the political parties themselves. The right is not apt to attack
the right, and left is not likely to go after the left.
They do not view each other as a people united to fight government corruption, as an example, but people view themselves as being a dem or rep, or
whatever else. And political beliefs are not the only division that exists. Like you asked, racism could easily divide the population, and does.
This translates into more people not wishing to unite for a greater cause. It is hard to imagine that there is some nefarious plan to keep the people
from uniting, but is it really all that far-fetched? Even with the little information that has been proven, regarding what goes on behind closed
doors, suggests that there are certain people in positions of power who try to manipulate various aspects of the system. And this has been going on
since the founding of the US, although it has gotten worse as time goes on.
So in conclusion, race is something that can be used to keep people from uniting, but whether there is a plot of this nature I cannot say. The people
very well could keep themselves divided, with some group having to intervene to accomplish this task.
