But under sanctions any new competitor would also be forced to comply with those sanctions. A company can't just start up tomorrow to do what Visa and MasterCard have now been legally prevented from doing.
The alternative would be a Russian company, but even then it would be frozen out of US business.
Sanctions are not imposed on only specific companies, they are generally imposed on all the avenues those companies operate through. No new company in the US or Russia will have any advantage over those already restricted under sanctions, nor should they ever.
