It looks and sounds as if it was penned by my fourteen year old kid who's obsessed with video games.

It was written by the Air Force for the Air Force Brass, and its not going to happen, its in progress,, go back to the link and read, its about ten pages long, its an unclassified document prepared by the government for public release! On A Government .MIL Site
