OK, that changes my opinion

I still say they have the right to refuse since it is their business, but I will also say it's ridiculous to refuse to allow you to fill a jug.

Yes it is ridiculous.
Ok Shell has replied that this is not the experience it wants its customers to have but I'm a little short on faith because they asked me for the address of the station when the opening line of my email to them had the address . I replied with the address again. I've got a ref number for my complaint.

Shell is doing business via joint venture with Saudi Enterprises as Motiva in the Virginia area. Why they do it that way, I don't know but they subdivide their units into these joint ventures. While Shell itself will probably refer it to appropriate person at Motiva, here's the contact information for Motiva, itself, where it will definitely get forwarded to the appropriate party:

I just thought I'd update this for anyone who contributed back when I made the thread.
That car is history and so is that gas station. At least those owners anyway. Under new management.

Actually three Shell stations closed in a five mile radius.
