Why waste a good nuke? those things are VERY dangerous and could hurt someone
why not just to something sinister, like have another election !
If you want to talk about "odds" and "chance", have an election, and someone or something is going to end up hurting somewhere. Besides, biological agents are so much more effective. I suggest manhattan. the only way out is over a bridge or thru a tunnel. It makes 'controlling' the whole 'event' a lot easier, and there's no, pardon the pun, smoking gun. Yeah, if you looking to cause mass hysteria, that's the way I'd go. It's almost a sinister as having two political parties, but it's a lot less "evil" inherently !
