It doesn't matter who or when the treaty is signed. Signing is not the same as ratifying. Ratification requires a 2/3 Senate majority. Not likely to happen.
The NRA has grossly misrepresented the provisions of the treaty.

Perhaps it won't become law by simply signing, but it does matter.
It matters because it shows, yet again, this governments utter contempt for the constitutional rights and freedoms of American citizens.
It shows their mindset, and with the current crop of Arses busy running your country into the ground, their intentions and slippery natures, or more importantly the people being able to discern the same, matters greatly, even if the treaty isn't ratified by the Senate.
This is one of those "don't-let-a-good-crisis-go-to-waste" events. 2012 (especially July) is a huge year for finalization of the UN Arms Trade Treaty. There are issues being clarified this year and big negotiations in the works concerning SMALL ARMS. And, considering that Obama, Panetta, and the rest of this administration are UN kiss-assers and globalists (in my opinion), this issue regarding Trayvon Martin (and now other racial violence incidents across the nation being sparked from it) IS THE PERFECT CRISIS to use........Obama is no fan of our 2nd Amendment and NEEDS a crisis AND the UN to wipe it out. Keep an eye on the UN ATT starting from Feb. of this year through July.
A pioneering United Nations treaty aimed at regulating the global trade in conventional weapons surpassed a symbolically important threshold on Wednesday when 18 countries, most notably the United States, officially signed the document, pushing the total number to more than half of the organization’s member states.
Proponents of the treaty, which was adopted overwhelmingly by the 193-member General Assembly in April, but still required signing and ratification, said the latest signatures would provide new momentum for putting it into effect. But that goal could still be a year away, some said.
As of Wednesday, the total number of signatures stood at 107. At least 50 of the member states that have signed the treaty must ratify it in order for it to take effect, and so far only six have done so.

NOW HE HAS COMMITTED TREASON BY VIOLATING HIS OATH TO PROTECT THE CONSTITUTION.
The NCSI / CID is on the verge to arrest Obama on charges of planning a False Flag Nuclear attach in D.C.
Google it and be aware that the two charges will not be an Impeachable offence it will be prison...
