You are right that this isn't a cogent scientific analysis but, it really doesn't claim to be.

The basic premise was to measure how much supporting evidence was presented within the users comment that supports their position.

So, by that measure, "I really like the Department of Education, it is good for our kids" would probably fall into the supported category.

Whereas, "The government always lies to us, why should we take them at their word?" would be unsupported rhetoric.

It isn't really worth giving this the time of day except to call it out as more anti-skeptic propaganda.
