The USA has always refused to accept this; and rightly so in my opinion. It is pretty obvious what the Communist Koreans were going to do after they achieved that two sided peace treaty. Get the foreign troops to leave, and then infiltrate and take over by force if need be, the South Koreans. Kind of like Viet Nam just in a real crappy cold place.
